The National Investigation Agency (NIA) has raided the Amritsar and Chandigarh homes and offices of Canada-based designated person terrorist Gurpatwant Singh Pannu. Pannu has been on the NIA's radar since the agency's first case against a terrorist was registered in 2019. Pannu, according to the NIA, was instrumental in supporting and commissioning terrorist actions as well as spreading fear and terror in Punjab and elsewhere in the country through his intimidation techniques.

On November 29, 2018, a special NIA court issued a non-bailable arrest warrant for Pannu and declared him a 'proclaimed offender' on February 3, 2021. The NIA investigation discovered that Pannu's organization, Sikhs for Justice, was utilizing cyberspace to terrify hypocritical youth and incite terrorist actions and activities. Pannu, the SFJ's chief operator and controller, was labeled an illegal organization by the authorities in July 2019.
