DALLAS (Texas): A woman (Kathleen Marie Curtis) has been arrested for leaving two dogs frozen in a Van Zand County home.

On Wednesday, an arrest warrant was issued for Kathleen Marie Curtis. She was taken into custody and charged with two separate counts of animal cruelty — abandonment and neglect — both Class A misdemeanors. Curtis’ bond was set at $10,000 for each count, for a total of $20,000.

“An investigator with the Texas Animal Cruelty Investigation (ACI) unit found two adult dogs sitting outside on a couch on the side of the road. “At the time, in this area, it was 23 degrees Fahrenheit and freezing, and the dogs were shivering from the extreme cold.

The two abandoned dogs were later rescued. Both dogs were infested with fleas, which caused them to itch, and both had dental disease. The dogs were immediately started on treatment, including pain management, and are being closely monitored,” the SPCA of Texas said.

Officers determined that both dogs required emergency care due to the freezing temperatures and the apparent medical issues they were experiencing. The investigator took the dogs into custody and transported them to their facility in Dallas, where they received the necessary veterinary care.
