The country's Ministry of Transport introduced the new regulation due to the increase in the number of passengers who get up before the plane has finished taxiing and even when the seat belt warning is on. Passengers behaving in this way endangers the safety of passengers and baggage and ignores the exit priority of other passengers, said Kemal Yusek, General Directorate of Civil Aviation. The fine is not levied by the airline. It is the Turkish government.
